摘要
针对我国农业水费收取现状,从农业税费改革、农业与工业的比较以及农民自身承受能力3个角度,对农业水费收取机理进行了分析,指出我国农业水费收取存在的问题,提出了改革现有农业水费征收办法的建议和相应对策:改革现有农业水费,减轻农民负担;政府对农业灌溉用水实行补贴;对经济落后地区免收农业水费。
With regard to the present situation of collecting agricultural water expenses in China,the collecting mechanism of agricultural water expenses was analyzed from the perspective of reform of agricultural taxes and fees,comparison between agriculture and industry as well as farmers' bearing capacities.The existing problems in collecting agricultural water expenses in China were put forward.Some suggestions and countermeasures were put forward: to reform the present agricultural water expenses and to reduce the farmers' burden;to provide subsidies to agricultural irrigation by government;not to collect agricultural water expenses in backward areas of economy.
