摘要
介绍了太湖流域排污权交易现状,分析了太湖流域排污权交易中存在的问题,提出排污权交易关键是要建立完善、健全的排污权交易法律法规,创新排污权交易的监管模式,积极探索垂直统一的监测体系和灵敏、快捷、高效的运行机制,为我国排污权交易实施提供借鉴。
The trading situation of pollution emission right in Taihu Lake basin was introduced.The existing problems were analyzed.It is put forward that the key to the trading of pollution emission right in Taihu Lake basin is as follows: establishment of perfect and healthy regulations and laws for the trading of pollution emission right,innovation of supervision modes of trading of pollution emission right,implementation of united environmental monitoring system and effective operation mechanism.It will provide reference for the trading of pollution emission right in China.
