摘要
"三农"问题是全党工作的重中之重,伴随着农业税的全面取消,作为上层建筑的乡镇政权正在面临着一场历史性的巨大变革。对乡镇体制整体设计必须充分考虑我国经济发展水平和地域差别,分区研究,对于发达区域乡镇,可考虑改乡镇为县政府的派出机构,而对于不发达乡镇,考虑维持乡镇体制不变,实施精乡(镇)强乡(镇)战略。
The problem of agriculture, countryside and peasants in china is an important issue of the CPC. With the whole exemption of agriculture tax, the town governments are facing historic changes. The economic development level and the different of district should be taken over thoroughly when designing town government systems. And researches of the problem should be done according to different district. Town governments of developed district should be taken into consideration to be replaced by an agency of county government, on the country, Town governments of developing district should be taken over to sustain the present systems and the measures should be taken by simplifying the administrating structure and enchaneing its powers.
