摘要
现行的高等教育拨款制度极度倾向于重点大学,非重点大学的国家重点学科由于一直未受到政府的足够重视,教育经费严重不足,造成了高等教育区域发展不平衡加剧、教育投资的"马太效应"越来越明显、高等学校无法按照自身特色发展等问题。为此,应把特色发展、区域协调和办学绩效充分结合起来,建立按照国家重点学科数目划拨教育经费的拨款制度。
The current funds appropriation system of higher education greatly favors the key universities, while the state key disciplines in non-key universities seldom draw much attention of the government and lack of funds, which cause such problems as increasingly unbalanced development in higher education districts, the noticeable Matthew effect on education investment, and the failure to develop the characteristics of each universitiys. Therefore, the fund appropriation system of the allocation of educationd funds based on the numbers of the state key disciplins should be established, in regard of the characteristic development, the region coordination, the school achievementsand so on.
