摘要
依据煤矿本质安全管理的目标、指标确定的原则和Trevor Kletz等提出的本质安全原理和设计方法,在分析现有评价指标不足的基础上,提出了改进的评价指标,又通过问卷调查的形式确认了指标的合理性和准确性,从而提出了煤矿企业本质安全管理评价指标分为内部评价指标和外部评价指标,并设计了评价指标之间的关联图。较好地解决了我国煤矿的实际情况,具有较强的实用性。
The improved system of evaluation indexes for coalmine safety management are proposed based on the nature of the objectives, targets and the principles set hy Trevor Kletz, such as the nature of inherent principles and design methods and also based on the shortcoming of existing evaluation indexes. The paper also adopted the form of a questionnaire survey to confirm the rationality and accuracy of the indexes, and thus, proposed the tuner and external evaluation indexes for inherent safety management of coalmine enterprises, and also designed the relevant diagram between evaluation indexes. The method better solves the actual problems of coalmines in China, and is very practical.
