摘要
为了寻求辽宁港口群未来发展的新出路,通过分析辽宁港口群建设与发展中存在的诸如港口管理体制不协调、竞争无序、集装箱发展速度缓慢等问题,认为辽宁港口群的建设与发展涉及到辽宁地区经济、技术和社会发展等各个领域,是十分复杂的大系统问题,提出制定统筹发展规划、建立集装箱港群体系和建立合作协调机制等解决对策。
In order to seek the new outlet for Liaoning harbor group to develop in the future, through analyzing the harbor management system which is not coordinated in Liaoning harbor group construction and development. The article thinks the construction and development of the Liaoning harbor group in volves Liaoning local economic, technological and social development. They are also extremely complex large--scale system problems. This article proposes countermeasures which include formulating overall developing plan, establishing container port group system and cooperation coordination mechanism.
