摘要
农村基础教育是教育工作中的"重中之重",是从根本上解决"三农"问题、加快新农村建设、促进农村产业结构调整和推进工业化和城镇化进程的基础性工程。解决"三农"问题,建设社会主义新农村,首要的任务是解决农村教育问题,尤其是农村基础教育问题。当前农村基础教育中存在的主要问题有:教育观念陈旧;教育资源失衡;教师队伍薄弱;留守子女教育问题突出;辍学率居高不下等。对此,应采取积极措施认真加以解决:经费投入与观念支持并重;"三教统筹",促进农村基础教育健康发展;建立城市教师到农村服务、大学生到农村支教机制,有效整合教育资源;提高农村教师培训的时效性,促进农村教师的专业化成长;加强农村基础教育理论研究,切实解决农村基础教育问题。
The basic education of countryside is the paramount of the educational undertaking, which will promote the adjustment of the industrial structure of the countryside, boost the process of industrialization and urbanization and solve the issues concerning agriculture, countryside and farmers fundamentally. The main problems in the basic education of the countryside are the following： the outdated education conception, the imbalance of education of the education resources, the weakness of the teachers＇ quality, and the soaring problem of the leftover children. To solve these problems, we had better take active measures： laying equal attention to the investment and conception support, ＂planning the three kinds educations as a whole＂, setting up the system to encourage the teachers in the cities to serve in the rural areas and the university students to support the countryside education, hastening the specialization of the countryside teachers, and reinforcing the theoretical research of the basic education of the countryside.
