摘要
公平正义是和谐社会的内在要求,权益正义蕴含于其中。青少年作为一个群体,其权益的保障是和谐社会正义理念的体现。由于青少年的弱势地位及政府政策行为失当,导致其群体权益的被疏忽与被侵害,成为和谐社会建设的障碍。因此,实现青少年权益保障是构建社会主义和谐社会不可或缺的重要举措。具体措施有:转变观念,变消极的救助为积极的保障,注重提高青少年群体的社会参与度;加大政策扶持力度,完善有关的法律法规;提供机遇,使青少年相对平等地利用社会资源;积极发挥非政府组织的作用。
Fair and justice is the inner requirement of a harmonious society, including rights and interests justice. Young people＇s rights and interests protection is the value pursuit of reaching justice. Because of the young people＇s disadvantaged position and the government＇s inappropriate policies and behaviors, the disadvantaged group＇s rights and interests has been neglected and violated. And then this hinders the construction of the harmonious society. The realization of the rights and interests of young people is an indispensable component of holding the socialist harmonious society. The measures include ： changing old idea, increasing law support, giving equal opportunity and taking effect of NGO.
