摘要
近期国务院实行了大部制改革,成立了大交通部。在大交通部的背景下,行政权的运行机制应当创新,其路径是通过决策、执行和监督的适当分离,推进交通综合执法。在此基础上推进大部制下的综合决策.完善相关的制度建设,修订冲突的法律法规,是保障行政权运行顺畅的根本途径。
the super transport ministry has been established in the super ministry reform of the State Council recently. Under such circumstances, the mechanism of administrative power should be innovated. Establishing the structure of power in which decision-making, enforcement and oversight powers check each other and advancing the system of the comprehensive administrative enforcement are two approaches for the innovation of administrative power mechanism.Deepening the reform of the comprehensive administrative decision-making system, perfecting the related legal systems and emending the laws and rules that conflict are the fundamental approaches to ensure the good functioning of the administrative power mechanism.
