摘要
随着工业化、城镇化进程的加快,土地利用规划在国民经济社会环境发展过程中发挥着举足轻重的作用。通过对倡导性规划理论的综述,分析了公众参与在土地利用总体规划的理论基础和必要性。研究表明:从"被动参与"到"主动参与",再到"赋权"机制是公众参与的必然趋势。针对不同等级的总体规划,灵活运用"自上而下"与"自下而上"两种参与模式,最终形成符合我国实际的"上下结合"机制是提高规划编制质量、促进规划有效实施的关键。
With the acceleration of industrialization and urbanization, the land use planning is playing an important role in national economy and social development. Based on a discussion on advocacy planning, this paper analyzes the theoretical basis and the ne- cessity of public participation in overall land use planning. The study indicates that the shift from ＂passive participation＂ to ＂active participation＂ and then to ＂weight determining＂ is an inevitable trend of public participation. It is important for the quality improve- ment of overall planning and the promotion of effective implementation of the planning to shape a pattern of public participation in agreement with the practical situation of China.
