摘要
运用"政策范式"的概念考察新中国农村养老保险政策领域的范式变化,以政府介入程度高低为标准,将农村养老保险政策分为两种主要的政策范式,即政府消极无为的家庭养老保险政策旧范式和正在形成的政府积极有为的社会养老保险政策新范式,并在此基础上阐释了这种政策范式转移的政策意义。
The paper used the concept of ＂policy pattern＂ to analyze the evolution of the rural pension insurance policy in China. In accordance with the degree of government involvement, the rural pension insurance policy is divided into two major patterns ： the old pattern of family provision in which government playing a passive inaction role and the new pattern of social pension insurance in which the government playing an active role. In the end, the paper pointed out the significance of the policy pattern shift.
