摘要
在对上一轮规划修编简要回顾评价基础上,研究了新时期规划的基本思路与设想,对规划编制中规划基准数据、耕地保有量、基本农田保护、建设用地规模、规划指标分解等有关问题进行了深入分析,提出了新一轮土地利用总体规划修编的建议。
On the basis of the brief review and evaluation of the latest round of planning revision, the basic thought and assumption of new-period planning were studied. The related problems such as the planning of baseline data, the farming inventory, the basic farmland protection, the scale of construction land, the planning index decomposition in the planning making were deeply analyzed. Some suggestions on the overall planning revision of new round on land use were put forward.
