韩国对外ODA政策的背景与特征 被引量：4

摘要 二战后来自国际的官方发展援助(ODA)有效地促进了韩国经济的复兴和发展,为韩国最终确立对外ODA政策奠定了经济基础。作为一个发达的工业化国家,韩国经历了很长时期才将对外ODA确立为一项根本的外交政策。战后朝鲜半岛复杂的安全环境压抑了韩国扩大对外ODA的积极性和主动性。韩国ODA政策是冷战后东北亚政治经济格局发生深刻变化以及韩国政府调整外交战略的结果,也是韩国谋求扮演重要国际角色,凸显国家在政治、经济、安全等领域的主体地位的根本手段之一。
