摘要
最近几年,在中国的城市出现了一些基层国家和社会自治力量结合起来共同提供公共服务的案例。本文以一个位于城乡结合部的社区为例考察了这种结合。本文发现:基层国家与NGO之间形成了一种基于资源交换的互惠关系。通过结合,国家的基层治理能力得到了提升,同时NGO得到了授权得以进入到国家控制的领域,进而实现自己的组织目标。这种结合可以被认为是所谓的国家和社会双方共同参与的"第三域"的活动,它模糊了国家与社会之间的界限,而不是促进它们的分离。
In recent years, there have appeared in China some cases in which the state and social autonomic organizations join hands to provide public services. A good example can be found in a community bordering on the urban and rural areas. A study of this example shows that a relationship of mutual benefit based on resources exchanges has been established between the state and the NGO. Through such a relationship, the state has enhanced its administrative power at the grass-roots level, whereas the NGO has also been authorized to participate in the controlling area of the state and thus attained its organizational goal. Such mutuat infiltration has actually blurred rather than clarified the boundary between the state and society.
