摘要
循环经济已经成为中国实施科学发展、建设和谐社会的重要战略之一。该文基于国际上近年来异军突起的生态经济学的研究视角,探索性地提出了一个由10个观点组成的循环经济的原理框架。这些原理对为什么要搞循环经济、什么是循环经济、怎么样搞循环经济三个基本问题进行了系统的思考和梳理,在此基础上讨论了当前国内对循环经济的某些认识误区,指出了这些原理的政策意义与实践价值。
Cyclic economy has become one of the important strategies for China to implement its scientific development and construction of harmonious society. Having summarized the fruits of the research team led by the author and the relevant development achieved by the foreign researchers, the author of this paper brings forward a pilot framework with regard to cyclic economy, which consists of 10 respective principles, with the perspective of eco - economy which has emerged globally. These principles have solved such issues as why should cyclic economy be brought to the agenda, what is cyclic economy, and how should we carry out cyclic economy. The author also discusses some cognitive misunderstandings toward cyclic economy in China at present and points out its policy significance as well as practical value.
