摘要
在规划研究过程中，坚持预防为主，防治结合，全面规划，合理布局，综合治理，分步实施，强化管理的指导思想。针对主要环境特征与问题，采取防治水污染、合理布置工业，预防大气污染，促进生态建议和加强法制管理等对策。
This research adhered to the principle of putting prevention first in environmental protection,combination with both prevention and treatment,overall,planning,reasonable layout,comprehensive treatment,carrying out step by step and strengthening the management.The strategise of water pollution treatment,reasonable industrial layout,air pollution prevention,ecological promotion and legal system streng thening are adopted in the light of the main environmental characteristics and problems.
