摘要
目前国内关于政府绩效评估的研究现状表明,开展政府绩效评估价值取向偏差实证研究有其必要性。该研究挑选出4个反映地方政府绩效评估价值取向的测量维度,亦即评估主体、评估指标、评估程序和民众满意度,进行研究量表的设计,对广东某市S镇进行实地调查,探讨政府绩效评估实践在"民众本位"这一价值取向方面的偏差。
This article begins with the status quo of the research on governmental performance measurement in the domestic academia,and emphasizes the necessity of empirical study on the deviation of value orientation in governmental performance measurement,and then picks up 4 typical dimensions for measuring the value orientation of performance measurement in local government,such as bodies of measurement,evaluation index,evaluation procedure and the satisfaction level of the people,based on which the questionnaire was designed.By the analysis of the investigation in S Town of a certain city in Guangdong Province,it attempts to find the deviation of value orientation based on 'public-orientation' in government performance measurement.
