摘要
随着市场化、分权化进程的不断推进,各级地方政府的经济利益和财政责任日益强化,成为事实上的权利和利益相对独立的特殊行政主体,由此带来的政府失灵,导致区域经济演变为边界清晰、内敛性强大的"行政区经济",在人文相通且地理临近的区域形成要素市场相对隔离、同业竞争日趋强化、区域性设施难于共享、生态环境逐渐恶化等等发展问题,其后果是区域协调发展的能力被遏制,区域整体竞争力遭到严重削弱。当前,如何规避政府失灵,真正达到区域协调发展已成为事关科学发展与和谐社会建设成败的重要议题。本文对区域发展问题产生与强化的根源进行了分析,并反思了以往难以通过城乡规划达至区域协调发展的症结所在,通过对宁波余慈地区次区域协调规划案例的剖析,探索区域协调发展的可行之路。
In the terms of continuous advancement of marketization and disunion of power, economy interests and financial responsibilities of different local governments are strengthened day by day, which are special administrative body with comparative independent powers and interests. Consequently, governments can＇ t work properly, which leads to regional economy to be administrative region economy of clear boundary and powerful local protection. And serious development problems have happened in regions with interlinked people and close position, including elements market comparative division, gradual consolidation of competition between the same trades, difficulty to share regional facilities, gradual aggravation of ecological environment. And then, the power of regional coordination development is limited; in the meantime, the whom regional competition is weakened a lot. Currently, how to work properly by governments, has been the important subject related to science development and successful construction of harmonious society. This paper analyzed the root of appearance and consolidation of regional development problems, introspect basic problems that are hard to solve regional harmonious development through urban and rural plan, and explore workable way of regional harmonious development, according to case study of co-ordination planning for Yu-Ci district in Ningbo.
