摘要
民主是法治的基础,法治是民主的保障。在社会主义制度条件下,人民民主是社会主义的生命,依法治国是社会主义民主政治的基本要求。在中国共产党的领导下,通过加强民主立法,加强民主建设制度化与程序化,将民主权利逐渐转化为法律权利,用法律来规制民主的行使,从而实现民主与法治的有机统一。
Democracy is the foundation of rule by law, while which is the guarantee of democracy. In the socialist system, people democracy is the life of socialism, and rule of law is the basic demand of socialist democracy. Under the leadership of CCP, to strengthen the democratic legislation, institutionalize and program the democracy establishment, gradually change democracy fights into legal rights, can organically integrate democracy and nile of law.
