Pursuant to the features and practices of survey and design enterprises, this Paper emphasizes on the thought, importance, systematism and time-effectiveness of the institutional building, so as to improve the management level and the working efficiency as well as promote the all-scale development of the enterprises. In conclusion, the survey and design enterprises have to keep on with institutional creation in order to face competition actively and make success forever.
