摘要
随着我国向市场经济渐进步伐的加快,国有森林资源产权制度也发生了从计划经济向市场经济的制度变迁。本文运用制度变迁理论,从国有森林资源产权制度的初始界定、变迁的启动和变迁的渐进三个阶段,对建国以来我国国有森林资源产权制度的变迁过程进行了阐述,并运用计量经济模型对国有森林资源产权制度变迁进行了实证与规范分析,为我国目前进行的国有森林资源产权制度改革提供了有益的启示。
With the gradual acceleration of market economy, state - owned forest property right system has changed from planned economy to market economy. Utilizing institutional changes theory, this paper explains the institution changing process of China state - owned forest property right in three steps of state - owned forest property right system which contains initial definition, initiative and generation since the founding of the people＇ s republic of China and utilizes econometric model to analyze the changes of state - owned forest property right system for empirical and normative method. This paper also offers new inspiration to current state - owned forest property right reform.
