摘要
工程项目在建设过程中,会对周边区域的生态环境、经济发展和社会秩序等方面产生不利的影响,国外学者从上个世纪80年代开始围绕着以下方面展开研究:其一,系统分析工程施工造成的不利影响;其二,社会成本计量与预测;其三,考虑社会成本的工程项目评标方法。我国在该研究领域正处于起步阶段,文章力图通过对国外研究成果的介绍,为我国工程建设的决策与管理提供可以借鉴的参考,以期我国真正实现工程建设、自然环境和人类社会的可持续发展。
The construction projects have great negative impact on local ecology, society and economy during the construction period. Foreign scholars have studied these problems from three aspects since the 1980s： a theoretical analysis is firstly made of the negative impact on construction projects; secondly social costs of construction projects are estimated; thirdly the bid evaluation method considering social costs for construction projects is studied. This paper is hoped to be useful to construction management, construction decision and realization of sustainable development between construction, ecology and society in China through introducing research findings abroad.
