摘要
东北老工业基地是国家重要的老工业基地,受计划经济体制影响较深,在向社会主义市场经济转轨过程中,面临许多困难。进入新世纪以来,仍然是国家重要的产业基地,在全国经济发展格局中占有举足轻重的地位。从产业集聚机制的角度探讨老工业基地优势发挥与竞争力提高具有重要现实意义与理论意义。产业集聚机制研究是老工业基地改造与振兴研究的切入点。体制创新是老工业基地改造的有效途径,也是难点,而固有的工业结构特征,也成为社会问题、生态环境问题的根源。因此,要及时进行产业结构调整,推进产业演替,同时发展多产业部门,发展质量效益型、科技先导型、资源节约型产业,发挥城市化与工业化的相互促进作用。
Northeast old industrial base is important old industrial base. Traditional model of industrial agglomeration should be improved. Under the new conditions and backgrounds mechanism of industrial agglomeration, the old industrial base should be changed. Function of market in collocating resources should be enforced, management and pattern should be changed, managerial mechanism should be improved, especially connection and network. Exploiting the potential of intellectual resource in old industrial base, the advantage of intellectual resource should be taken in producing, technology innovation, management and development strategy. The region should open largely to the out world, and the industrial development should be in line with global economy. In the process of transformation, the advantage of the industrial foundation should be enhanced. According different area and enterprise, diversity model of industrial agglomeration should be fostered, including Multinational Corporation and Industrial Cluster. At the same time, traditional industry should be transformed and upgraded, and development of different area should be coordinated.
