摘要
提高城市危机管理能力,已成为各级政府面临的重大课题。2007年夏季发生在重庆市的"特大暴雨洪灾"暴露出我国城市危机管理的诸多漏洞。构建有效的城市危机管理机制要从如下几点着手:完善危机管理的法律法规、设置专门的危机管理机构、重视与媒体和高校以及科研机构的合作、学习借鉴国外的经验。
The improvement of urban crisis management ability has become an important issue for each government. The rainstorm in Chongqing in 2007 exposed many defects in China urban crisis management. Construction of effective management crisis mechauism needs to perfect laws and regulations for crisis management, to set up special crisis management agencies, to emphasize the cooperation between the media and higher learning institutions and to learn foreign experience.
