摘要
公共服务体系是现代文明社会的基本标志,也是现代社会稳定发展的基础,公共经济学和欧美国家的发展经验已经证明了这一点。韩国是从上世纪80年代取得"汉江奇迹"后,在经济增长成就和产生的社会问题的双重推动下,开始了以奉侍型政府、国民中心等为目标的管理改革,并逐步建立起比较完善的公共服务体系。中国在进入新世纪后提出建设服务型政府,开始建立和完善公共服务体系。研究表明,在建立公共服务型政府的改革中,两国在价值理念、改革目标、改革路径和举措等方面都有许多相同相似的方面,但也存在差异性。总体上,韩国在建立公共服务型政府,提高公共服务质量等方面要比中国先行一步,有许多值得中国政府学习和借鉴的地方。
Public service system is the basic symbol of cililized society, and is also the foundation for the steady development of modern society, which have already been proven by public economics and the experiences of European countries and the US. After the Hanjiang Miracle in the 1980s, due to the double push of economic growth and social problems, Korea started the reform of public management with the purpose of establishing a service-oriented and people-oriented government, and has gradually established a complete public service system. In the beginning of this century, China proposed to establish a service-oriented government, and set about establishing and perfecting public service system. Studies show that there are many similiarities and differences between China and Korea in the reform of public service system. Generally speaking, Korea takes the leading role in establishing a service'oriented government and enhancing the quality of public services, and there are many experiences for China to learn from.
