摘要
解决农村剩余劳动力的出路,是我国经济发展中的现实问题。本文认为,由于我国人口众多,单纯依靠发展工业化,加速城镇化,把农村剩余劳动力转移到城镇是不现实的。应当看到,通过调整产业结构,发展乡镇企业和民营企业,能够实现部分农村剩余劳动力的就地转移。同时,要大力发展小城镇,并把城市作为经济发展的重点。为此,需要运用市场经济的方法,并进行以户籍制度为中心的配套改革。
Resolving the employment of rural surplus labor force is our country＇s realistic problem within economic development. This article thinks that because of our country densely populated, it isn＇ t realistic to transfer rural surplus labor force to town with simply depending on developing industrialization and accelerating urbanization. We should see that through adjusting industrial structure, developing rural enterprise and private enterprise, which can carry out the transfer of partial rural surplus labor force on the spot. Meantime, we should strongly develop small town, and take city as the point of economic development. Therefore, we need to make use of the method of market economy for that, and carry on taking household register system as the center of necessary reform.
