摘要
土地资源优化配置是新农村建设过程中面临的重要问题.文章从土地资源优化配置的基本内涵入手,探讨土地资源优化配置与新农村建设的关系.阐述了河南省土地资源利用特点及存在问题;提出要制定科学的土地利用总体规划和新村规划,加强土地资源的动态监测与管理,优化不同尺度、不同类型的土地资源配置,全面实施农村土地资源配置的市场化,集约用地,走内涵型新村发展的道路,优化河南省土地资源配置,确保新农村高效、迅速发展.
The optimized allocation of land resources is a vital problem in the process of the new countryside construction. From the fundamental connotation of optimized allocation of land resources, this article explores the relationship between optimized allocation of land resources and new countryside building. After the discussion about the characteristic of Henan province land resource utilization and present problems, such resolutions as the formulation of the land utilization master plan and new residential quarters plan and the reinforcement of the land resources dynamic monitoring and manage system are proposed. Moreover, the market-oriented land resources allocation and intensive use land resource should be put into full practice to optimize Henan province land allocation of resources. Then high-effect, rapid development new countryside is ensured.
