摘要
机制的本意是机器各个部分之间的相互关系及其运行方式,社会机制指的是社会各部分之间的相互关系及其运行方式,它由社会的层次机制、社会的形式机制和社会的功能机制三种基本类型组成。宏观机制、中观机制和微观机制是社会层次机制中的三种主要机制;社会的形式机制主要包括行政—计划式的机制、指导—服务式的机制和监督—服务式的机制三种机制;社会的功能机制也由激励机制、制约机制和保障机制三种机制所组成。这三类机制以及每类机制中的三种机制各自有着不同的内涵,但它们之间又有着必然的逻辑联系。社会机制与社会体制、社会制度和规律是四个不同的范畴,但它们之间又是有联系的。对社会机制进行理论探讨,有助于澄清对机制的一些模糊的认识,有助于正确认识机制改革的内容和规律,从而有助于理清机制改革的思路。
The original meaning of “mechanism” refers to the interaction among different components of the machine and the way of its operation.Social mechanism means the interaction among every parts of the society and the way of its operation,which consists of social level mechanism,social form mechanism and social functional mechanism.The social level mechanism mainly includes macro-level mechanism,meso-level mechanism and micro-level mechanism.The administrative-planned mechanism,guided-service mechanism and supervised- service mechanism are the basic categories of the social form mechanism.The promotion mechanism,guarantee mechanism and restriction mechanism compose the social function mechanism.The three kinds of mechanisms and their sub-categories have different connotations,but there are some internal and inevitable relations among them. The social mechanism,social Tizhi,soeial system and social principle are different categories but with internal and inevitable relations.It is helpful to make clear of the mechanism,understand the contents and regulations of mechanism reform and clarify the train of though of mechanism reform by exploring the theory of social mechanism.
