摘要
对电子政务在基层国土资源管理部门实施中出现的“电子”与“政务”的角色错位、地理信息系统在国土资源电子政务中的应用模式、业务功能模块扩展、信息安全、人员培训等问题进行了分析,并从建立重视政务流程再造、加强地理信息系统在国土资源电子政务中的应用集成、加强信息安全体系建设、加强在电子政务平台上业务功能模块的开发、建立学习型政府、提高公务员素质等方面考虑,提出了国土资源电子政务实施过程中的对策及建议。
This paper analyzes difficult problems in the implementation of E-governance in land and resources department at grassroots level, such as improper role positions of ＂electronic＂ and ＂government affairs＂, application mode of GIS to land and resources E-government, enlargement of application model, rare communication of information, security of information, and training of staff members. Based on the analysis,the paper proposes countermeasures and suggestions for the implementation of land and resources E-governance,attaching importance to the government process reengineering,development of office-GIS, strengthening of information security system, intensification of the exploitation of application, and establishment of learning government.
