摘要
执政资源是执政党生存发展的前提,开发执政资源是提升执政能力的重要途径。国外执政党开发执政资源的主要做法有:注重经济增长,关注社会公平,提升合法性资源;利用“外脑”和在野党等体制外资源,增强决策的科学性;着眼未来,争取青年,吸纳、储存潜性资源;运用现代信息技术和大众传播媒介等资讯资源,增强党的影响。这启示我们:要以发展的眼光开发执政资源,要以创新的精神创造执政资源。
Ruling resources are the preconditions of the ruling party＇s existence and development. Developing ruling resources is an important way to raise ruling capability. The main resource-developing working methods of abroad ruling party include： pay attention to economic growth and focus on social fairness to heighten legal resources; utilize resources outside such as opposition party to enhance scientific policy making; looking to the future and win over the youth to absorb and store potential resources; apply modern information technology and mass media to strengthen influence.
