摘要
合理的制度安排可以改变激励机制、降低交易费用、提高资源配置效率,进而增加有效供给,促进供求平衡。然而,制度创新滞后于技术创新、宏观制度与微观制度不协调、正式制度与非正式制度不相匹配、制度激励与制度约束不均衡严重制约着高校图书馆供给效率的提高,必须采取高校图书馆产权明晰化、制度创新市场化、创新程序民主化、图书馆文化建设长效化等措施提高高校图书馆制度的供给效率,促进高校图书馆的供求平衡。
Rational management can construct the incentive mechanism, reduce of the cost, raise the efficiency of resource allocation, and promote the balance between supply and demand. However, the system innovation lagging behind the technical innovation, inharmony between the macro system and the micro system, informal systems not matching for formal systems, and the imbalance between systematic stimulation and systematic restriction seriously restrain the enhancement of the efficiency in college libraries. Property rights of the college library should be clear cut, technical innovation should be conforming to the market principles, innovative procedures should be democratic, and the cultural construction of libraries should be a long-term task. Only adopting these measures can university libraries raise their efficiency, and promote the balance between supply and demand.
