摘要
自主创新是关系我国社会经济发展大局的问题,自主创新能力直接决定国家经济竞争力。政府可以采取多种政策措施促进自主创新,政府采购以其独特的优势在理论上和实践上被证明是一种十分有效的政策手段。本文从经济学的角度对政府采购促进自主创新的机理进行分析,试从理论上说明政府采购是促进自主创新的较好的政策手段,并从公共管理理论、政府干预理论、技术创新理论追溯了政府采购促进自主创新的理论渊源。
Self-innovation is an important issue concerning China＇s social and economic development. The ability of self- innovation directly determines a country＇s .competition force. The government can take varieties of measures to promote self- innovation, and among these measures, government procurement has been proven to be an effective policy both theoretically and practically because of its unique advantages. This paper analyses the mechanism of the government procurement promotion to self- innovation from the economic point of view, intending to show that government procurement is an effective policy to promote self- innovation. From public management theory, government intervention theory and technological innovation theory, this paper also casts back the theoretical origin of the government procurement promotion to self-innovation.
