摘要
深化事业单位的改革是完善社会主义市场经济体制的必然要求,也是整个行政管理体制改革的重要组成部分。理论界和实务界对事业单位体制改革进行了多方位研究,取得了丰硕的成果,形成了多种学术观点。但是还是存在着观点交叉、逻辑关系不清等阻碍事业单位改革理论和实务进一步发展的诸多问题。文中对目前事业单位改革的主要学术观点进行总结,并分别对其理论基础进行分析,力图通过本文对事业单位改革学术观点的理论脉络进行清理。
The deepening institution reforms, which is part of the entire administration organizational reform, is essential for socialist market economy system. Scholars and officials have conducted the multi- positions research to the institution reforms and formed many kinds of academic viewpoints, But or has many problems ,such as the viewpoint overlapping and the logical relations is unclear. This article summarizes the main academic viewpoint about the institution reforms at present, and separately carries on the analysis to its rationale. This article tries hard to clarify the academic viewpoint and its rationale.
