摘要
改革开放以来,我国事业单位进行了广泛而深入的改革,社会公共事业快速发展,国家科教文卫服务和产品的供给能力显著增强,但离人民和社会发展的要求还有较大距离。因而,需要进一步将科学发展的理念落实到事业改革与发展中,调整政事关系、完善治理结构、健全监管体系、推动公共事业社会化和分类改革、促进公共事业均衡化、规范化是落实科学发展观,促进事业单位及社会事业健康发展的政策重点和政策选择。
Since Reform and Opening-up, the reform of Chineseinstitutionunitshavebeencarriedoutextensively and deeply. The social public enterprises have developedrapidly and the supply capacity ofservices and productsinthe range of Science,edu- cation,culture and hygiene have enhanced significantly,however, it is still very far away from the demand of the social devel- opment.Furthermore,in order to implement the Scientific Outlook on Developmentin China andaecelerate the healthy devel- opment of the institution units and social enterprises,adjusting the relationship between the government and institution units, completing the governance structure, reinforcing the monitoring system, pursuing the socialization and classification reform of institution units and promoting equalization and standardization of institution units are the policy priorities and choices.
