摘要
目的:通过对新型农村合作医疗实施前后,试点县与非试点县农民住院卫生服务利用的对比分析,评价新型农村合作医疗的实施效果,为改善新农合试点县农民的卫生服务状况提供科学依据和政策建议。方法:资料来自卫生服务调查和卫生统计报表,对资料进行描述性分析和对比分析。结果:新农合实施前农民住院率为2.70%;实施后农民住院率为3.35%;新农合实施前农民未住院率51.51%;实施后未住院率25.80%。结论:新农合制度运行一年多来,住院率有了明显的提高,未住院率有了明显的降低。农民卫生服务利用得到了提高。
Objective： Through comparing the utilization of hospital health service of Pilot County and the non-pilot counties before and after the new Rural Cooperatives Medical Scheme （CMS） ; To evaluate CMS＇ s effect and to improve health service in the county of the new Rural Cooperatives Medical Scheme provided a scientific basis and policy recommendations. Methods： We collected the data with reported forms. Descriptive analysis method and contrast analysis methods were used. Results： The hospitalization rate was 2.70% before the CMS and the hospitalization rate was 3.35% after the CMS. The proportion of non-hospitalization was 51.51% before the CMS and The proportion of non-hospitalization is 25. 80% after the CMS. Conclusion： The utilization of the health Service was improving gradually compared with 2003. The hospitalization rate was significant rising and the non-hospitalization was great lowing.
