摘要
动态联盟组织形式具有资源互补、管理成本相对较低等优势,结合跨区电网项目建设与运营的特点,提出了动态联盟组织形式下的项目管理框架及具体实施措施。建议现阶段可在跨区电网项目的局部环节引入动态联盟思想,最后以电网项目的运行维护为例,论述动态联盟实施的可行性。
The advantages of the organizational form of dynamic alliance are introduced in resource complementarities and optimization, as well as management cost control. Considering the construction and operation characteristics of interconnected power grid projects, the paper presents management framework of projects by forming dynamic alliance and related measures. It is suggested that the idea of dynamic alliance can be introduced to some units of interconnected power grid projects. Finally, the feasibility for its implementation is discussed, taking the example of a unit engaging in power grid operation and maintenance.
