摘要
云南省德宏傣族景颇族自治州是一个集边疆、山区、多民族、贫困为一体的边疆少族民族自治州,少数民族人力资本存量供给制度性短缺和需求性短缺的矛盾突出,根本原因是基础教育的缺失,只有提高少数民族地区基础教育水平;发展边疆少数民族地区成人教育和职业技术教育,营造有利于提高少数民族人力资本存量的制度环境,才能真正解决少数民族人力资本存量短缺问题,促进少数民族地区社会经济发展和社会和谐。
Dehong Dai-Jingpo Autonomous Prefecture, which is located in the border and minority area of southwest China, has many minorities living in poverty. The serious shortage of minority human capital, either in terms of supply or demand, has its root cause in the lack of elementary education. The development of its socio- economic development and the construction of a harmonious society depends on the solution to this problem. The keys to its solution include the improvement of its elementary, adult and vocational education and create a favorable institutional environment.
