摘要
一些地方政府热衷投资,盲目上马政府投资项目,导致我国财政资金的低效和国民经济的波动。地方政府投资行为具有复杂性,应从政府绩效评估体系、领导干部任期经济责任审计制度、投资决策制度、国有商业银行体制改革等方面,采取措施,规范和完善地方政府的投资行为。
In recent years, heated investment has caused some local governments to go for investment projects without sufficient study, resulting in our country＇s inefficient finance and the national economy＇s undulation. Considering the local authority＇s investment complexity, this article comes up with a number of measures to ensure that the government＇ s investment is on the right track.
