"21世纪COE计划"是日本文部科学省为了创建世界最高水平大学而实施的COE建设资助金制度。COE是英文Center Of Excellence一词的缩写,意为"卓越研究基地"。日本为谋求大国地位、提升科研水平和解决新生人口负增长问题的需要提出该计划,详细规定了该计划的组织管理、申请、建设领域和审批等,并于2002年开始实施。这是日本教育界的重大举措,对提高大学科研水平和国家的科研实力、促进大学的目标定位、培养顶尖科研人才、增强产业竞争力等方面有积极的推动作用,对日本建设世界最高水平的大学和高等教育改革具有重要意义。
＂COE Program for the 21st Century＂ i s a funding system created by Japan＇s Ministry of Education and Science to set up world-class universities. COE stands for Center Of Excellence. Seeking for world power, raising the level of science and research, and looking for solutions to minus growth of population, Japan put forth this program. The program stipulates details in organization and management, application, developmental domains, and approval of the application. The Program was put into effects in 2002. This is a significant measure for the circle of education in Japan, and it will contribute to raising the level of science and research in universities and the nation as a whole.
