摘要
日本《高中学费免费化法案》已于2010年4月1日起正式实施。根据此法案,日本所有公立高中将不再向学生收取学费,实行免费教育;而对于私立高中的学生,政府将根据其家庭收入情况给予一定的助学金,以缓解其家庭学费负担。此外,一些接收中学毕业生的职业高中也在免费政策的范围之内。这一法案是近年来日本基础教育改革与发展的重要体现,意味着实施多年的日本免费义务教育开始从九年延长至十二年,标志着日本现代高中教育进入新的里程碑。
With the social development and the improvement of education, most countries in the world have extended and improved the time for people receiving compulsory education, and many countries begin to regard high school education as free compulsory education. The implementation of free high school education can not only help to improve the overall quality of people, but also to break the "bottleneck of high school education." Japanese High School Tuition Bills for Free, passed on 31th, March of this year, will be carried out on April 1st formally. That is the formal beginning of free secondary, education policy in Japan. According to contents of the bill, the total public high schools of Japan will not receive fees and implement free secondary education. For private high school students, the government will give some subsidy to ease the burden of tuition fees, considering their household income. Among these, a number of receivers for secondary school graduates of vocational high schools are also free. This bill is an important policy for the reform and development of secondary education of Japan in recent years, also one of a series of bills benefitting for people by the ruling of Yukio Hatoyama took office after the Cabinet. Although the bill is also controversial, it indicates that Japanese nine-year compulsory, education will be extended to twelve years, and the development of modem high school education has entered a new milestone.
