摘要
在高等教育大众化和高等教育优质资源相对不足的背景下,兼有公办高校和民办高校两者优势的独立学院的发展历程大体经历了积极探索、快速发展和规范引导等三个阶段。从总体上看,独立学院的发展历程呈现出"由下到上"到"由上到下"、由沿海地区向中西部地区发展、由外延式扩张向注重内涵式发展、注重教育公益性和政策有效性等特征。
Under the background of popularized higher education and the lack of high quality resource of higher education, independent colleges,which share the advantages of both public and civil higher education, have generally experienced the following three stages：active exploration, rapid development and standardization. Generally, the development of independent colleges presents the features, that is, ＂from bottom to top＂ to ＂from top to bottom＂, from coastal areas to mid- western ones, from outward expand to inward development, and public- spirit of education and effectiveness of educational policies have been emphasized further.
