摘要
地方政府公共政策执行力由介入政策过程的诸因素构成。这些因素之间存在相互约束的逻辑关系。根据介入政策过程的不同环节,将政策系统分为环境系统、过程系统、政策领域和政策手段。
The executive power of local governments in implementing public policies is made up of the factors involved in the policy process. There are logical relations among these factors. According to the different links which work in the policy process, policy implementation system is divided into environment system, process system, policy fields and policy means.
