The management of the common land communities that endured for a long time over a wide area of rural Europe was a mixture of autocratic rule by the feudal lords with democratic elements. The highest power of the community - the manor court and the village council - was usually composed of all members of the community, both serfs and yeomanry. The formulation and implementation of by-laws, the highest form of law in common land communities, and other policies in most cases required the agreement of all members.
