摘要
依法治国的关键在于依法行政。当前我国行政执法中,无论是在适用法律上,还是在实体和程序上都有着诸多问题。要转变行政机关的执法理念,保障行政机关依法行政,必须确保合法行政、合理行政和程序正当。
The key of ＂ruling country by law＂ is administration by law. As for current administrative law enforcement, there are many problems in applicable laws, law entity and procedures. In order to change the administrative law enforcement idea and guarantee the administration by law, we should ensure legal and reasonable administrative conduct and fight procedure.
