摘要
20世纪70年代以来,西方各国相继掀起了政府改革或政府再造的浪潮,其基本取向是新公共管理,以强调顾客导向及提高服务质量为特征,其目的是追求经济、效率和效益。新公共管理对我国乡镇政府改革有启示意义。本文在分析我国乡镇政府的职能现状后,提出了新公共管理视角下的乡镇政府职能定位。
Western countries have undertaken a series of government reforms since 1970＇s; the central tendency is setting up New Public Management, whose aims are often described as pursuing economy, efficiency and effectiveness. New Public Management may enlighten the reform of the town and village administration in China. This paper analyzes the situation of the existing functions of town government, and puts forward new function orientation for town government.
