Objective To assess existing human resources for AIDS prevention and control within provincial CDC, and to provide evidence for rational allocation of human resources by governmental agencies for HIV/AIDS prevention and control. Methods Telephone and face-to-face interviews were conducted with representatives of CDC institutions and staff members. Two types of questionnaires were used:one for institutions and the other for staff. From institutions, all the 32 questionnaires circulated were completed, and from staff members, 492 questionnaires were completed(out of 540 circulated). Data management and analysis were carried out using SPSS 13.0. Results Across China, there are 540 full time staff working on HIV/AIDS in CDCs at the provincial level, with an average of 17 persons per province. The estimated staff shortage is approximately 157 in the whole country. There are insufficient numbers of senior professionals with experience in HIV/AIDS. All respondents reported overloaded working burden and underpayment. Conclusion To match China' s increasing investment in HIV/AIDS, human resource needs should be met to ensure that key targets are to be achieved. In addition, staff should be provided with appropriate incentives in line with their responsibilities and performance, and more efforts should be made to attract and keep senior professional staff. A short-term approach to bridge the current manpower gap is to hire temporary staff to perform project-based job and part of government-assigned missions.
