摘要
危机管理的有效运作需要社会力量的支持与配合。社会力量的动员与参与不仅可以提高政府的工作效率,而且还可以降低危机管理的成本,减少突发公共事件给社会造成的损失。因此,对于社会力量的动员与参与的研究已经成为现代危机管理研究领域的一个重要课题。
The effective functioning of crisis management requires the support and coordination of social forces. The mobilization and participation of social forces in unexpected public events not only improves the work efficiency of government but also reduces the cost of crisis management and losses of society. So the research of the mobilization and participation of social forces is an important topic in modern crisis management.
