摘要
应急情报需求分析是应急管理活动开展的依据,也是评估应急管理活动绩效的重要标准,然而现实中应急决策往往更注重过程分析,而容易忽略前期需求分析。鉴于此,设计了多阶段多决策主体应急情报需求分析框架。首先对突发事件生命周期不同阶段的情报需求特征和内容进行分析,然后从微观和宏观两个层面探究了各决策主体由需求驱动的信息交互、信息沟通和信息保障,最后参照上述三类对象,阐述了各决策主体需求满意度评估过程。研究过程多基于学理探讨,寄望通过下一步分析来细化和验证该框架的有效性。
Requirement analysis of Emergency management carries out basis of emergency management activities. Therefore it is also im- portant criterion for assessing performance of emergency management activities. However, in reality decision-making pay more attention to process analysis than early requirement analysis. So in this paper we design requirement analysis framework of emergency intelligence on multiple stage and multiple decision-makers subject. Firstly we analyses the feature and content of intelligence need of various stages life cycle. Secondly it explores information interaction, information communication and information assurance driven by information need from perspective of both micro level and macro level. Finaly we elaborate assess process of requirement satisfaction degree of various decision- making. In the precoss of research,it focuses on theoretical construction, so the authors hope to refine and validate the effectiveness of the analytical framework through further analysis.
