摘要
义务教育是公益性与私益性共存并以公共利益为主导取向的公共物品,公益与私益可以在一定社会条件与政策规制和调控下整合兼容。当下日趋突出的义务教育私事化倾向是对义务教育私益性的僭越、放大和绝对化,表现为部分教育主体在教育目的取向、机会选择、内容实施及服务关系的价值评判和行为上的误解,构成对义务教育公共利益的损害,侵蚀到义务教育的公共性基础。为此,应积极采取政策和措施,使义务教育私事化倾向得到有效遏止。
Compulsory education is public goods which are oriented towards public interests and in which public good and private good coexist. Public good and private good can integrate and be compatible with each other under certain social conditions and policy regimes and controlling. Nowadays the increasingly prominent tedency of compulsory education Which is oriented towards privatization over-emphsizes and absolutizes the private good of compulsory education, which shows that some subjects of education have impaired the public good of compulsory education and eroded the public cornerstone of compulsory education in the orientation of educational goals, the choice of opportunities, the impementation of instructional content, the value assessment of service and its offering, so the measures should be taken to restrain the tedency of compulsory education which is towards privatization.
