摘要
随着我国高等教育的规模发展,公办高校筹集发展资金的能力越来越成为自身生存和发展的关键。历史地看,我国公立高校筹资机制经历了从单一的财政拨款机制向政府与市场并重的筹资机制的转变过程。实践中,存在财政拨款缺乏竞争机制、通过收费筹集发展资金受限、市场筹集机制不健全以及缺乏规范化的捐赠制度等公办高校筹资机制缺陷。因此,完善我国公办高校筹资机制是多渠道筹措办学经费的必然要求。
With the development of higher education, the fund-raising ability of public universities becomes the crucial point to its own survival and self-development. From a historical view, the fund-raising mechanism of public universities went through a process of transferring from a single financial allocation system to the mechanism which government and market coexist. In practice, there exist some limitations such as the lack of competitive mechanism in financial allocation system, the restraint of collecting the tuition fee, and the morbidity of marketing fund-raising mechanism and the donation mechanism in the fund-raising mechanism. Therefore, perfecting the fund-raising mechanism of Chinese public universities is the necessary requirement of multi-channel fund-raising.
